What is MSME?

MSME or Ministry of Micro, Small and Medium Enterprises is the apex executive body of the Indian government, which is responsible for forming and implementing laws, regulations, and legislation for various micro, small and medium enterprises in India.” 

Over the last five decades, MSME has emerged as a very influential and productive sector of the Indian economy. This sector plays a significant part in contributing to large job vacancies at more economic capital costs than big enterprises.

 MSME supports the industrialization of rural & undeveloped areas, decreasing geographical inequalities and ensuring a more evenhanded distribution of national revenue and wealth. MSMEs are integral to large industries, contributing enormously to India's social and economic evolution. The development of the MSME is headed by the Additional Secretary & Development Commissioner (MSME). The various organizations attached to MSME are as follows:

Mission and Vision of the MSME

MSME is a vibrant and dynamic sector that expands the growth and development of the various small and medium business sectors, including Khadi, Village and Coir Industries, in association with various ministers, state or central governments, Stakeholders. MSME have a definite Mission, Vision and Goal for supporting existing enterprises and encouraging new enterprises' formulation.

  1. Mission – Encouraging the growth of micro, small and medium-sized businesses to create new firms and generate more employment opportunities,
  2. Vision – Sustainable growth of micro, small and medium enterprises globally (including the Khadi, village and Coir industries) competing as the most vital patrons to the Indian economy.
  3. Goal – Strengthening the country's production bed by magnifying MSME productivity through enhancing manufacture base in the country, experiences, facilities and entrepreneurship development.

History of MSME

In October 1999, the Indian Government established the Ministry of Small Scale Enterprises and Agro and Rural Industries together for the first time.  Later in 2001, the departments were split and were under two separate ministries, i.e., the Ministry of Small Scale Enterprises and the Ministry of Agro and Rural Enterprises.

But in 2007, the President of India imposed various amendments in rules and acts of the Indian Government. One amongst them was in the Allocation of Business Rules, 1961. According to this amendment, both the ministries (Ministry of Small Scale Enterprises and the Ministry of Agro and Rural Enterprises) were again united into a single unit to form the Ministry of Micro, Small and Medium Enterprises or MSME. The ministry was in charge of the development and progression of micro and small industries.

Functions of MSME

The State Government is responsible for looking into the development and betterment of MSMEs, and for this, they have taken initiatives and have launched many programs. The MSME and its organizations' role is to support the States in their endeavors to inspire entrepreneurship, trade, and livelihood possibilities and intensify MSMEs' competitiveness. The various roles performed by the MSME and its organizations is to provide the following:

  1. MSME maintains the sufficient flow of capital from monetary organizations or banks;
  2. It supports technology upgradation and modernization;
  3. It provides multicultural infrastructural plants;
  4. MSME assists in advanced testing equipment and quality certification;
  5. The ministry helps in the installation of advanced management systems;
  6. It looks in the matters of entrepreneurship promotion and skill advancement by related training facilities;
  7. MSME and its organizations are responsible for the product progress, design interference and branding;
  8. They facilitate the well-being of artisans and workers;
  9. The assist for better access to national and export businesses;
  10. MSME facilitate the education for skill progress & entrepreneurship formulation;
  11. They form modern and new micro-enterprises with the 'Prime Minister’s Employment Generation Program' or PMEGP.

Type of business under MSME

  1. Manufacturing Businesses Criteria

Businesses involved in producing goods and services for an enterprise registered in the first list of the Development and Regulation Industries Act, 1951 are covered within the MSME expanse. Based on their yearly turnover, the industries are categorized under the following sub-categories:

  • Micro Enterprises: The manufacturing businesses are categorized as Micro Enterprises if the goods, services, and products' expenditure do not exceed 25 lakh INR.
  • Small Enterprises: The manufacturing enterprises are defined as Small Enterprises if the machinery, infrastructure and goods used are more than 25 lakhs INR but not exceeding five crore INR.
  • Medium Enterprises: The manufacturing enterprises are defined as medium Enterprises if the expenditure on infrastructure and equipment is between Rs . 5 crores to Rs . 10 crores.
  • Requirements for Service enterprises

The MSME and its organizations also support the industries in the service sector. Based on their yearly turnover, the service sector industries are categorized under the following sub-categories:

  1. Micro-enterprise: In-Service Enterprises, the company is known as micro-enterprise if the infrastructure expenditure does not exceed more than Rs. 10 lakh.
  2. Small Enterprise: The companies are determined as Small Enterprise if the investment is between 10 lakh INR to 2 crores rupees.
  3. Medium enterprise: The company is categorized as a medium enterprise if the expenditure ranges from 2 crores INR to 5 crores INR.
