The three horizontal dots are only called as meatballs menu and should not be mistaken with the three vertical dots which are also called kebab menu.

The meatballs menu does not have a shortcut key. To view the file menu, you should only hit the Alt key in many computer programmes.

By tapping the Alt+F keyboard shortcut in Microsoft Edge, the meatballs menu also known as "Settings and More" can be opened.
